About PEARL
The OECS PEARL is a four-year program that seeks to advance progress towards the goals of the OECS Education Sector Strategy (OESS) through increased access and improved student learning in basic education. With its vision “A quality education for every child”, the Global Partnership for Education (GPE) will help optimise education systems so that all children can learn, including those marginalised by poverty, ethnicity, disability and displacement, and puts gender equality at the heart of what the partnership does and how it operates (GPE 2025).
The program will be implemented at the primary level (Grade K to Grade 6) in the nine (9) English-speaking OECS Member States with an emphasis on the four (4) Windward Islands that belong to the GPE group of developing country partners.

The OECS PEARL Grants are valuable opportunities for schools in the OECS region to improve the quality of teaching and learning. Benefits include access to funding to support innovative projects that can improve the quality of education, Technical assistance from the OECS Commission to help you develop and implement your project and an Opportunity to network with other educators shareholders and most importantly to make a positive impact on the lives of your students,
Objectives
Improve the quality of and access to Early Children Education (ECE) and Special Education Needs (SEN) programmes
Improve student success by implementing an enhanced primary school curriculum and strengthening teachers’ capacity to deliver and assess the same
Enhance educational leadership and management competencies and processes for improving classroom instruction and student achievement.
Strengthen the capacity of the education system for programme management, monitoring, evaluating, and reporting, and to improve communication with key stakeholders
