Interested consultants or firms are invited to submit an Expression of Interest (EOI) comprising:

• Cover letter expressing interest and confirming availability.
• Technical proposal outlining approach, methodology, and proposed team composition.
• CVs of all key personnel demonstrating relevant qualifications and experience.
• Descriptions of at least two (2) comparable assignments completed in the past ten (10) years, including roles performed.
• Consultant or firm profile and references.

An Individual Consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025.
